Main activity of Committee during this period was concentrated on forming and improvement of legislative basis to provide the development of agro-industrial complex and social infrastructure of rural population centre, and also on legislative regulation land and property relations
One hearing, thirteen sessions, five of which were inclusive, were held by the Committee. The Committee has scrutinized 62 vital questions, of which 42 are drafts of legislative acts, including 34 that were considered primary by the Committee. 31 bills and draft resolution on conducting parliamentary sessions in April, 2008,were submitted to consideration of parliament.
Two draft resolutions (re.№№ 2297, 2298) were adopted for basic and 4 bills (re.№№1025, 1051, 1272, 1282), dealing with introduction of amendments to Transitional statements of Land Code of Ukraine. The rest of draft resolutions (25) were repeatedly submitted to the consideration on plenary meetings of parliament in May-July, 2008 but failed to be scrutinized by the Verkhovna Rada of Ukraine.
The Members of the Committee deem the question of legislative securing of transparent land market the most important in Ukraine. With this aim on 20th of February 2008 on the extended meeting of the Committee with the presence of the leaders of the Ministry of Agrarian Policy and the leaders of Ministry of the Environmental Protection of Ukraine and the Committee on Agrarian Policy and Land Relations the list of drafts resolutions on land relations was defined. Also the working group on harmonization of land legislation was formed.
Moreover, for the implementation of this question in April 2008 the public hearing of the bills "On Land Market" was held, introduced by the government, members of the Committee and people´s deputy I. Zaycev.
People´s Deputies dwell upon the necessity to consider first of all Bills "On Land Market", (re.№№2143-1б 2143-2), "On State Land Cadastre" (re.№0855), "On Redemption of Land Areas of Private Property for society needs and on society grounds "(re№1368), "On Introduction of Amendments to the items 116, 124 of Land Code of Ukraine", concerning to the acquisition of the right for leasing of land areas as a result of the auction(re№1368),"On Introduction of Amendments to the item 20 of Land Code of Ukraine" concerning designations of land areas (re№№2028,2028-1).
During the period under review Committee complete profound work on processing of proposal made by President of Ukraine to the bills "On State Land Cadastre"(re.№0855) and "On Redemption of Land Areas of Private Property for society needs and on society grounds"(re №0861).
Moreover, Committee Members reviewed in the second reading bills "On Introduction of Amendments to the item 6 of the bill "On delimitation of lands of the state and municipal property"(re№0947) and "On Introduction of Amendments to the some bills of Ukraine"(as to the right of some Religious Organizations for the permanent usage of the land area), re.№0973, and submitted to the consideration of the parliament.
The proposals made by the President of Ukraine to the bills on "Introduction the Amendments to the Bill "On Wine grape and Wine grape wine "(re№0860) and "On Introduction the Amendments to the Bills (as to the securing the quality of the import of agricultural output)", re№0868.
The Committee has submitted two draft resolutions "Introduction the Amendments to the Bill "ON Fish, other water living resources "(re№2297) and "Introduction the Amendments to the Bill "On Veterinary Medicine"(re№2298) to the consideration of the parliament. It is also stated that draft resolution "On structure, authority and peculiarities of legitimate and economical regulations of property complex of National industrial-agrarian association "Masandra "(re№0897).
